Senior Human Resources (HR) Manager
Sample Of Duties And Responsibilities
- Oversee quality controls for HR; ensure the quality, integrity, and efficiency of systems and services are appropriate and that communications are trauma-informed, resiliency oriented, and culturally responsive.
- Hire, supervise and support HR staff, and other staff as needed, through regular communication, job training and development, and performance evaluation.
- Meet weekly with supervisor.
- Meet weekly with supervisor and Sr. Operations Manager.
- Oversee FSA’s employment and onboarding processes for paid and unpaid staff, including: updated and accurate personnel records, employee and volunteer orientations, live scan, and TB test process, timekeeping system (Novatime) and payroll system (Paylocity), and the termination process, including exit interviews.
- Regularly travel to FSA’s office locations in Lompoc and Santa Maria.
- Oversee biweekly timesheet review and payroll submission process. Ensure maintenance of all payroll records in hard copy or electronically, preparation of old records for storage annually, and proper communication with staff regarding payroll matters.
- Oversee administration of employee health and retirement benefits, ensuring employee access to benefits information.
- Administration and oversight of web benefits portal through Paylocity.
- Develop and manage the employee benefits budget.
- Analyze insurance plans and employee contributions; provide renewal options, relevant budget information, and recommendations to Leadership on an annual basis.
- Educate FSA’s directors, managers, and supervisors about relevant Agency policy and employment law best practices.
- Serve as resource for staff on employee personnel matters.
- Advise and work directly with management team on personnel matters, including Plans of Action.
- Oversight of employee personal, disability, and/or medical leaves, including: qualified leave protections (FMLA/CFRA/PDL/ADA/etc.), leave tracking, paperwork maintenance, benefit deductions, and all necessary follow-up.
- Oversight of Workers’ Compensation claims, including coordination with Workers’ Compensation insurance company, leave tracking, paperwork maintenance, and any needed follow-up, including ongoing communication with employees.
- Oversight of Employee Handbook, ensuring it is current and reflects changing laws and Agency policy.
- Coordinate agency-wide wellness program, which provides team-building and morale-building opportunities to improve work relationships and contribute to a healthy and safe work environment.
- Develop and advise managers on recruitment strategies, based on current market research and agency data.
- Maintain knowledge of and advise on employment law and best practices as it pertains to HR and payroll functions; attend annual employment law workshops and trainings.
- Interact as needed with Balance Financial Management and various auditors as needed.
- Oversight of completion of various EDD forms, such as unemployment, Paid Family Leave, audits etc.
- Complete special projects by keeping apprised of HR needs in changing environment and researching opportunities accordingly.
- Identify opportunities for HR staff development.
- Maintain updated Job Manual.
- Other duties as assigned.
REQUIREMENT
Employment Standards
- Bachelor’s degree strongly preferred; combination of education and experience considered in lieu of degree.
- Minimum five years direct and extensive human resources experience.
- Minimum five years payroll processing experience.
- Minimum five years supervising and evaluating direct reports.
- Knowledge of current employment law practices and procedures.
- Experience working in a nonprofit or social service setting highly desirable.
- Excellent judgment; the ability to handle delicate and confidential information with sensitivity and integrity.
- Excellent written and verbal communication skills.
- Strong interpersonal skills, positive attitude, and team-oriented.
- Skillful in Microsoft Word, Excel, Outlook; additional computer skills a plus.
- Valid California Driver License, vehicle insurance, and vehicle required to travel to offices county-wide.
Classification, Hours And Pay Rate
- This is a full-time position that offers a comprehensive benefits package, which includes medical, dental, and vision insurance, along with generous sick leave accrual, a limited number of holidays, and eligibility for flexible spending accounts and a 403(b) retirement plan.
- The salary range for this position is between $89,648 and $91,728, depending on the candidate's education and experience
